Cambodia Sustainable Finance Policy: Detailed Guidance for Green, Social and Sustainability Bonds

Background

The Securities and Exchange Regulator of Cambodia (SERC) and the United Nations Development Programme (UNDP) officially launched the Detailed Guidance for Issuing Green, Social, and Sustainability (GSS) Bonds on 29 May 2026 in Phnom Penh.

The new guidance supplements the 2022 Detailed Guidance for Issuing Green Bonds developed with the Asian Development Bank and expands the scope to include social bonds and sustainability bonds. The guidance is intended to strengthen the sustainable finance ecosystem, support the development of a high-integrity sustainable investment market, and contribute to the achievement of Cambodia’s Sustainable Development Goals.

Scope of Application

The guidance targets market participants involved in the issuance of GSS bonds in Cambodia, including potential issuers, market intermediaries, and domestic financial institutions. It is presented as practical guidance from SERC and development partners rather than as primary legislation; its audience includes regulators, investors, and entities seeking to structure GSS bond instruments in the Cambodian market.

Key Provisions or Decisions

The document formally extends existing green-bond guidance to cover social and sustainability bond categories, aligning issuance practices with expanded sustainability objectives. The published guidance aims to provide detailed recommendations that support transparent issuance processes and integrity in sustainability-related claims, building on prior ADB-supported materials from 2022.

Implications for Investors, Businesses, or Compliance

Market participants may use the guidance to design issuance approaches that are more readily understood by domestic and international investors seeking sustainable instruments. The guidance is positioned to help diversify financing sources beyond grants, encourage greater participation by domestic capital markets, and inform issuer disclosure and market practices without itself creating new statutory obligations.
