Cambodia Digital Infrastructure & Regulation: SERC Advances E-Flow Document Management System

Background

The Securities and Exchange Regulator of Cambodia (SERC) has established a Working Group for Monitoring the Development of the Digital Document Management System known as E-Flow to oversee the system’s design and rollout. On 26 May 2026 H.E. Dr. VIN Pheakdey chaired a working-group meeting to review progress and provide direction for the E-Flow development effort.

E-Flow is a digital document management system intended to record and track the flow of regulatory documents within SERC’s internal processes. The working group combines FinTech technical leadership with SERC institutional oversight to align system development with regulatory operational needs.

Key Developments

On the afternoon of 26 May 2026, the working group met with permission from H.E. SOU Socheat, Delegate of the Royal Government acting as Director General of SERC. During the meeting, H.E. Dr. VIN Pheakdey provided guidance on the plan and direction for the E-Flow project and directed the group to pursue a smooth and timely development process.

Institutional Role

H.E. SOU Socheat is identified in SERC communications as the Delegate of the Royal Government responsible as Director General of SERC and Chair of the E-Flow monitoring working group. H.E. Dr. VIN Pheakdey serves as Deputy Director General, Chair of SERC’s FinTech Working Group, and Deputy Chair of the E-Flow monitoring working group.

Operational Implications

The working group’s remit is to monitor development progress and to provide technical and planning guidance for the E-Flow system. Continued monitoring and formal guidance sessions are positioned to coordinate development milestones and internal adoption steps within SERC’s regulatory operations.
