Background
On 20 May 2026 H.E. SEANG Thirith, Deputy Director General of the Securities and Exchange Regulator of Cambodia (SERC), led a working group to study share margin trading systems at RHB Investment Bank Berhad in Kuala Lumpur.
Representatives from the Securities and Exchange Regulator of Cambodia, the Cambodia Securities Exchange, and the Cambodia Association of Securities Firms participated in the study visit to examine system design and governance for margin operations.
The delegation examined regulatory aspects, participant roles, risk-management practices, and technical functions that are relevant to preparing and launching share margin trading in Cambodia.
Margin trading operations require governance mechanisms such as margin requirements, collateral management, and real-time monitoring to address counterparty credit and market risk within a securities market.
Operationalizing margin trading ordinarily involves coordinated responsibilities across the regulator, the exchange, clearing members, and licensed securities firms for licensing, supervision, trade processing, and risk controls.
Scope of Application
The working group activity relates to the preparatory framework for share margin trading and applies to the regulator, the Cambodia Securities Exchange, licensed securities firms, and other market participants who would participate in margin arrangements.
Key Provisions or Decisions
The working group convened to collect technical and regulatory practices from an established market participant (RHB Investment Bank Berhad) to inform Cambodia’s design of margin-trading operations and supporting systems.
The study visit formed part of preparatory work; no formal regulatory instrument was published as part of the visit.
Implications for Investors, Businesses, or Compliance
The preparatory topics identified by the delegation include regulatory design for margin accounts, participant roles and obligations, risk-management protocols, collateral arrangements, and technical requirements for trading and clearing systems.
Market-facing entities and compliance functions will need to reference the frameworks and operational specifications developed by the SERC and the exchange when Cambodia advances toward an operational margin-trading regime.
