Cambodia Digital Asset Regulation: SERC and U.S. Treasury on Tokenization and AML Support

Background

The Securities and Exchange Regulator of Cambodia (SERC) is the statutory regulator for securities and oversees regulated digital asset markets in Cambodia. On 18 May 2026 SERC leadership met with a technical team from the U.S. Department of the Treasury to initiate a technical assistance project on real‑world asset tokenization, with SERC delegates including H.E. SOU Socheat and Mr. Khun Kimleang.

Real‑world asset tokenization is a process that represents ownership rights in physical or financial assets as digital tokens for issuance and trading on regulated digital asset platforms. The stated objective of the technical assistance project is to support SERC in managing and developing regulated digital asset markets and to strengthen measures to combat illicit financial transactions associated with digital assets.

Scope of Application

The project, as described by meeting participants, targets the regulated digital asset market activities that fall under SERC’s supervisory mandate. Stakeholder engagement by the U.S. Treasury technical team is scheduled to include market operators, intermediaries, and other domestic authorities relevant to Cambodia’s digital asset market ecosystem.

Key Provisions or Decisions

SERC hosted a kick‑off meeting with representatives from the U.S. Department of the Treasury (Rachel Fedewa Irmen, Michael White, Jasmine Sicular) and attended by a U.S. Embassy representative (Blake Dawgert). Participants agreed to a phased technical assistance process that includes further consultations with local stakeholders to map needs and design capacity‑building activities.

Implications for Investors, Businesses, or Compliance

The assistance project explicitly emphasizes measures to detect and prevent illicit financial transactions linked to digital assets, which are components of compliance frameworks overseen by SERC. Market participants subject to SERC supervision should expect follow‑up consultations and potential guidance or technical capacity initiatives tied to the project timeline.
