Background
The Office of the Council of Ministers convened the first meeting of four sectoral expert committees charged with translating the government’s law reform agenda into ministry-level programs and procedures. The Law Reform Steering Committee directs sectoral expert committees to coordinate legal drafting, reform planning and regulatory impact assessment activities across ministries.
Sectoral expert committees are tasked to prepare internal rules and standard operating procedures, draft annual ministry action plans and reporting templates, and support the development of a centralized Legal Data Center for research and document management. The committees will also gather inputs for a draft sub-decree that defines legal professional positions, equivalent ranks and related remuneration parameters in the public sector.

The guidance applies to the four sectoral expert committees established under Decision No. 24 s.s.r dated 21 July 2026 and to all ministries and institutions engaged by the Law Reform Steering Committee. Activities described include preparation of joint and ministry-level action plans, internal regulations and SOPs, regulatory impact assessments (RIA), and the development of reporting formats for quarterly and annual compliance with the reform framework.
