Cambodia Digital Verification Infrastructure: verify.gov.kh Expands Education Certificate Verification

Background

The Ministry of Education, Youth and Sport (MoEYS) and the Ministry of Posts and Telecommunications have collaborated to deploy a national digital verification platform, verify.gov.kh, for education credentials. verify.gov.kh has issued QR‑coded digital certificates for Cambodia’s baccalaureate (upper-secondary) exams from the December 5, 2022 sitting onward.

MoEYS officials reported that more than 418,000 students who passed the baccalaureate exams between 2022 and 2025 received QR‑coded certificates through verify.gov.kh. The platform is designed to secure document authenticity, reduce the need for paper-based certification, and streamline institutional verification of diplomas and related education records.

Key Developments

From 17–21 August 2026 a workshop in Phnom Penh focused on operational experience and capacity building for the verify.gov.kh verification channel. The event was opened by State Secretary Dr. Kim Sedthani (MoEYS) under the chairmanship of Minister Chea Vandeth (Ministry of Posts and Telecommunications) and included delegates from Timor-Leste, development partners, and education institutions.

Speakers outlined the platform’s adoption in Cambodia since early 2023, the technical support provided to partner countries, and plans to extend QR‑coded verification to other education documents beyond baccalaureate certificates.

Institutional Role

MoEYS leads policy adoption for education credentials while the Ministry of Posts and Telecommunications provides technical and operational oversight of the verify.gov.kh platform. The partnership aligns with Cambodia’s Digital Government strategy 2022–2035 and the government priority to use technology to improve public service delivery.

Operational Implications

The verified QR-coded certificates remove routine requirements for paper authentication and are intended to simplify checks by employers, higher-education institutions, and credential evaluators. Officials stated that the system aims to reduce administrative workload, limit opportunities for document forgery, and support cross-border recognition of Cambodian education credentials.
