Cambodia Criminal Enforcement: Phnom Penh Police Detain Foreign Suspects in Market Violence Case

Background

Municipal criminal police units in Phnom Penh investigate reported acts of intentional violence and deliberate property damage under Cambodia’s criminal justice procedures. Police investigators can detain suspects for questioning and carry out investigative steps such as evidence collection, witness interviews, and coordination with prosecutorial authorities.

The National Police maintain district-level criminal investigation offices that operate alongside municipal headquarters to respond to reported public-order incidents in urban marketplaces. These offices document alleged offenses, secure scene evidence when required, and process detained persons according to statutory procedures.

Key Developments

On 15 May 2026 at about 15:30, Phnom Penh municipal lightweight criminal police units, led by senior officers from the city force, detained two foreign nationals for questioning in connection with an alleged violent incident and damage at a local market. The two suspects were identified as Christian Oberg (male, 45, Swedish) and Malin Tilving (female, 42, Swedish), both reported as residing in room 1825 of a condominium in Stung Meanchey 3, Mean Chey district.

Authorities allege the suspects were involved in an incident on 13 May 2026 at about 23:42 at a market located on Road 217, Dumnak Thum 5, Stung Meanchey 3 sub‑district, Mean Chey district, Phnom Penh, where market property was reportedly damaged. The identified victim is named in police reporting as អ៊ា ណៃហៀង (male, 39), a market owner.

Institutional Role

The action was carried out by the city-level lightweight criminal police office in cooperation with the Mean Chey district police station. District criminal units perform frontline investigations in market and neighbourhood incidents and then transfer case files to municipal prosecutors or higher investigative units as required by procedural rules.

Operational Implications

Police reporting states that the two detained individuals are currently being questioned and processed through investigative procedures. The municipal office is documenting the incident and collecting statements as part of the ongoing inquiry; further procedural steps will follow normal evidentiary and prosecutorial review.
