Background
The Conference on Interaction and Confidence-Building Measures in Asia (CICA) is a multilateral intergovernmental forum focused on regional cooperation, peace, and security among Asian states.
The CICA Convention on Privileges and Immunities sets out a legal framework to grant privileges and immunities to the CICA Secretariat, its staff, and official delegations so they can carry out functions with independence and protection.
On 21 September 2026 the National Assembly of Cambodia approved a draft law giving Cambodia formal consent to the CICA privileges and immunities convention by a unanimous vote of 112 to 112. Legislative approval is the domestic legal step used by Cambodia to express consent to be bound by an international agreement under its constitutional procedures.
