Cambodia Local Governance Law: National Assembly Advances Commune–Sangkat Administrative Reform

Background

The National Assembly of Cambodia scheduled an extension of its sixth session of the seventh legislature to 20 August 2026 to consider and adopt amendments to the Law on Commune/Sangkat Administration. Parliamentary sessions provide the legislative forum where lawmakers debate and adopt statutes that define the roles and procedures of commune- and sangkat-level administrative bodies.

The National Assembly approved a draft amendment to the Law on Commune/Sangkat Administration intended to improve the efficiency of commune and sangkat administrative management. The legislature also reported diplomatic engagement, committee-level work on human-rights mechanisms, preparations for a multi-stakeholder ASEAN RAI investment dialogue on food security and climate, and an internal review of public administration reform at the Assembly secretariat.

Scope of Application

The draft amendment targets the legal framework governing commune (khum) and sangkat administrations, including elected councils and local administrative officers as defined under the Law on Commune/Sangkat Administration. The provisions under consideration apply to subnational administrative functions, local public service delivery, and interactions between municipal administrations and national authorities.

Key Provisions or Decisions

Parliament set 20 August 2026 to continue its sixth session of the seventh legislature to deliberate and potentially adopt the proposed amendments. The Assembly approved the draft amendment in principle to enhance the effectiveness of commune and sangkat administration, according to the weekly summary. Separately, Committee No.1 convened with government representatives to examine collaborative mechanisms related to human-rights issues, and the Assembly announced preparations for an ASEAN RAI dialogue on investment with a focus on food security and climate resilience.

Implications for Investors, Businesses, or Compliance

Amendments to the Law on Commune/Sangkat Administration will modify the statutory framework that governs local administrative procedures and decision-making at the commune and sangkat levels. Businesses, investors, and civil-society actors that interact with local administrations should monitor the final legislative text for changes to administrative procedures, approval pathways, or compliance requirements that could affect local permitting, service delivery, or community engagement processes.
