Cambodia Aviation Regulation: Draft Law on Accession to International Mobile-Equipment Registry

Background

A parliamentary draft law under review would approve Cambodia’s accession to an international convention on interests in mobile equipment and its protocol addressing aircraft equipment. The draft seeks to align national law with an international legal framework that standardizes recognition of security interests and remedies for high-value movable aircraft objects.

The international framework establishes an electronic international registry to record and publish security interests in specified mobile aircraft equipment and to facilitate cross-border remedies such as repossession, export, and compensation. Committee and government officials stated that the draft specifically targets movable items such as airframes, aircraft engines, and auxiliary power units, and that the law would encompass commercial instruments including secured financing, conditional sales, and leases.

Scope of Application

The draft law applies to international interests and related transactions in high-value movable aircraft equipment, as reflected in the convention and its aircraft protocol. Equipment categories mentioned by committee and government presenters include airframes, aircraft engines, and auxiliary power units; covered transactions include security agreements, conditional-sale contracts, and equipment leases where international registration or cross-border recognition may be required.

Key Provisions or Decisions

On 8 July 2026, the National Assembly’s Committee on Foreign Affairs, International Cooperation and Information (Committee No.5), led by Suos Yara, together with the Committee on Public Works, Civil Aviation, Posts and Telecommunications, Industry, Science, Technology, Innovation, Mines, Energy, Commerce, Land Management, Urban Planning and Construction (Committee No.9), led by Nin Saphuon, met with government representatives led by Minister Mav Havannal to review the draft law. The specialist committees conducted detailed exchanges with the government delegation and agreed to prepare a committee report for submission to the Speaker and the Assembly’s standing committee to propose inclusion of the draft law on a future plenary agenda.

Implications for Investors, Businesses, or Compliance

Committee and government statements indicate the intended effect of accession is to increase legal certainty for financiers and lessors by providing an internationally recognized mechanism for registering and enforcing interests in movable aircraft equipment. Officials described potential benefits including clearer priority rules for creditors, internationally harmonized procedures for deregistration and export, and strengthened contractual enforcement across borders, all of which are designed to facilitate aircraft financing, leasing, and secondary markets.
