Background
As the legislative institution responsible for national lawmaking and parliamentary diplomacy, the National Assembly of Cambodia organizes interparliamentary engagements to align legislative work with cross-border policy issues. The National Assembly of Cambodia coordinates legislative and diplomatic engagements with regional parliamentary bodies to support domestic policy development. The ASEAN Inter-Parliamentary Assembly (AIPA) provides a formal forum for member parliaments to discuss transnational policy challenges and to develop cooperative parliamentary mechanisms.
Parliamentary conferences and leadership forums function as governance mechanisms that structure deliberation, information exchange, and policy harmonization on issues such as climate governance, food security, and responsible investment. The planned AIPA–National Assembly events include a parliamentary conference on climate governance, preparatory sessions on multilateral parliamentary dialogue about responsible investment for food security and climate, and an AIPA Leadership Forum to coordinate legislative approaches across member parliaments.
Key Developments
On 25 May 2026, Deputy Secretary-General and Acting Director of the Presidency Office Dr. Kaew Piseth met with Ms. Putri Maha Lima, Deputy Secretary-General of AIPA, to conduct final technical checks ahead of the AIPA–National Assembly parliamentary conference on climate governance. The conference was scheduled to open officially on 26 May 2026.
Participants confirmed three focal items for the events: (1) organization and logistics of the AIPA–Cambodia parliamentary conference on climate governance; (2) preparatory arrangements for a multilateral parliamentary dialogue on responsible investment for food security and climate; and (3) arrangements for an AIPA Leadership Forum.
Policy Context
Parliamentary-level dialogue on climate governance aims to connect legislative review with broader policy instruments that affect national adaptation, mitigation, and food-security strategies. By convening technical and leadership sessions, parliaments seek to harmonize legislative priorities and to create channels for oversight and stakeholder engagement on transnational policy problems.
