Cambodia Defense and Energy Regulation: National Assembly Approves Military Service Law and State Guarantee for Electricity Imports

Background

The National Assembly of Cambodia convened a plenary session on 12 May 2026 and approved two draft laws by unanimous plenary vote, with 114 votes in favour out of 114 members present. One draft law sets out the legal framework for military service obligations and training for youth, specifying ages, duration, and the voluntary status of female participation.

A second draft law comprises three articles that establish a government guarantee to secure payment obligations to Vietnam Electricity (EVN) for power supplied under the bilateral purchase agreement signed on 30 January 2026. The two laws were presented and defended in the assembly by relevant reporting members and cabinet representatives, and the texts are intended to operate as statutory instruments once promulgated.

Scope of Application

The military service law covers Cambodian citizens of male sex aged 18 to 25 and prescribes a compulsory service period of 24 months; the law makes female participation voluntary. The government-guarantee law applies to the specific state commitment that secures payments to Vietnam Electricity for electricity deliveries under the intergovernmental agreement dated 30 January 2026.

Key Provisions or Decisions

The military-service draft law is structured into eight chapters and 20 articles and includes provisions on training objectives, duration, and benefits for participants. The law provides for physical training, civic education and stipends during training, and grants graduates priority status in examinations and recruitment for positions in state institutions, public enterprises and private employers as described in the bill text.

The energy-related draft law contains three articles that authorize the Royal Government of Cambodia to guarantee payment obligations to Vietnam Electricity for imported power. The bill states that the guarantee instrument is the legal basis for securing supplier payment under the January 2026 power purchase arrangements.

Implications for Investors, Businesses, or Compliance

The military-service statute creates a statutory pathway that may affect labour supply timing for employers by establishing a defined two‑year service period for eligible males and by recognising service completion as a preferential credential in public-sector and certain employment processes. Employers and human-resources planners should account for the law’s stated priorities for recruits who complete service when assessing candidate eligibility for public and related roles.

The government-guarantee law establishes a state-backed payment assurance for cross-border electricity procurement and therefore constitutes a legal instrument relevant to energy-sector contracting and project planning. Energy market participants, lenders and counterparties can reference the statutory guarantee as the legal authorization for the government’s payment commitment to Vietnam Electricity under the cited bilateral agreement.
