Background
On 12 May 2026 the National Assembly adopted a Draft Law on Military Conscription that requires male citizens aged 18–25 to serve for a period of 24 months while allowing women to participate on a voluntary basis. The conscription measure also applies to Cambodian citizens with dual nationality who are resident in the country.
The Assembly also approved a Draft Law authorizing the Royal Government to provide a payment guarantee to Vietnam Electricity (EVN) for electricity purchases under the agreement signed on 30 January 2026 between Electricité du Cambodge (EDC) and Vietnam Electricity. The payment guarantee draft law consists of three articles and is intended to formalize a state guarantee mechanism for cross-border energy procurement.
Scope of Application
The Military Conscription law covers Cambodian citizens aged 18–25 and specifies a mandatory 24-month service period for males; participation by women is stated as voluntary. Dual nationals who reside in Cambodia are subject to the conscription requirement under the draft statute.
The payment guarantee law applies specifically to the government authorization of financial backing for EDC’s contractual electricity purchases from Vietnam Electricity under the 30 January 2026 agreement between the two utilities.
Key Provisions or Decisions
The Military Conscription draft law is structured in eight chapters and twenty articles and was prepared in reference to Article 49 (new) of the Constitution. The measure was adopted unanimously in the extraordinary session convened on 12 May 2026, with 114 votes in favor and no dissenting votes.
Key elements of the conscription draft include physical training, education in patriotism and discipline, financial allowances during service, and post-service priority access to positions in state institutions, public and private enterprises, technical and vocational training, continuing education, and overseas employment opportunities as outlined by Assembly speakers.
The draft payment guarantee law comprises three articles and was presented to lawmakers by H.E. Cheang Vun, Chairman of the Commission on Economy, Finance, Banking and Audit. H.E. Keo Rottanak, Minister of Mines and Energy, described the mechanism as a tool to support stable electricity supply for households, industries and businesses.
Implications for Investors, Businesses, or Compliance
The payment guarantee law creates a legal authorization for the state to underwrite EDC’s purchases from a foreign supplier, which institutionalizes a government-backed payment mechanism for contracted electricity imports. According to the Assembly record, the mechanism is intended to contribute to energy supply stability for domestic consumers and commercial users.
For employers and training institutions, the conscription law establishes a statutory pathway by which individuals completing service receive stated benefits and priority opportunities in public and private sector placements; those provisions will influence workforce and human-resource considerations as the law is implemented.
