National Assembly Legal Council Reviews Draft Law on Combating Technology-Based Fraud

Background

On 23 March 2026, the legal council of the National Assembly, chaired by National Assembly Secretary-General Leng Peng Long, held a meeting at the National Assembly building to review and provide comments on a draft law on combating technology-based fraud.

According to the National Assembly, the draft law contains 5 chapters and 24 articles. It was approved by the Council of Ministers on 13 March 2026 and is currently being studied in detail by the National Assembly’s Legislation and Justice Commission in cooperation with other relevant commissions before being submitted to a plenary session of the National Assembly for adoption in accordance with legislative procedure.

Scope of Application

The draft law is intended to address technology-based fraud and related misconduct carried out through digital systems. The stated objective is to strengthen digital security and protect the public interest in response to the spread of technology-related crime.

As described by the National Assembly, the draft law focuses on defining new criminal offences linked to fraudulent activity conducted through technological means and associated support structures.

Key Provisions or Decisions

The draft law would establish five new criminal offences:

  1. Technology-based fraud
  2. Organizing or leading a scam center
  3. Recruiting or training individuals to commit fraud
  4. Intentionally collecting personal information for dishonest purposes
  5. Money laundering related to fraud

The National Assembly statement also indicates that the law is being prepared as part of Cambodia’s response to the evolution of cross-border digital crime.

If adopted, the law would create a new statutory framework for criminal conduct related to technology-based fraud.
