Background
On 19 March 2026, the Secretariat-General of the National Assembly organized a roundtable discussion at the National Assembly Palace in Phnom Penh on a research project focused on inclusive democratic processes at the local level. The session was co-chaired by Deputy Secretaries-General H.E. Dr. Chheang Vannarith, serving as Project Manager, and H.E. Khuon Davith, serving as Project Coordinator, with participation from around 200 officials from relevant departments.
The research project, titled “The Role of Local Legislative Bodies in Promoting Inclusive Democratic Processes,” examines how decentralization and local democracy interact with legislative governance, particularly in the context of Cambodia’s sub-national representation mechanisms.
Scope of Application
The project focuses on the role of local legislative bodies and the Municipal–Provincial Parliamentary Constituency Centres (MPCCs) as institutional linkages between citizens and the National Assembly. Its empirical scope includes comparative insights drawn from a study visit to Shanghai and field research conducted in Kep and Kampot provinces.
The findings are aimed at informing internal capacity building, institutional self-assessment, and the strengthening of parliamentary outreach and representation functions at the sub-national level.

During the roundtable, participants reviewed structured presentations of the project’s analytical framework and findings. The project has developed an approach for assessing how MPCCs connect citizens with the National Assembly and support legislative functions at the local level.
Participants observed that the existing institutional system is stable but identified ongoing challenges, particularly in public awareness of legislative institutions, citizen participation in democratic processes, and local capacity to support these functions.
Dr. Chheang Vannarith emphasized the importance of institutional capacity building and self-awareness, underscoring that institutions need to understand their own roles and capacities in order to collaborate effectively and create shared value.
H.E. Khuon Davith highlighted that the National Assembly has prioritized human resource development and infrastructure improvement for MPCCs. These priorities are intended to strengthen the links between citizens and the legislature and to enhance parliamentary functions in line with a people-centered approach.
