Background
The Project “Strengthening Country Systems for Prevention and Response to Gender-Based Violence in Cambodia” is delivered through an inter-ministerial coordination mechanism led by the Ministry of Women’s Affairs and supported by the Ministry of Interior. The project is financed by the Asian Development Bank as grant assistance to strengthen national systems for prevention and response to gender-based violence.
The Project Steering Committee (PSC) provides oversight and coordination among national ministries and provincial administrations for implementation of the GBV prevention and response project. The PSC brings together ministerial representatives, provincial administrations of targeted provinces, project management teams, and a project implementation consultant to review progress, identify operational challenges, and set work-plan and budget priorities.
Key Developments
On 28 July 2026, the Ministry of Women’s Affairs hosted the PSC’s first meeting to review implementation progress, highlight key achievements and challenges, and discuss the action plan for the second half of 2026. The meeting also set out priority activities to inform preparation of the 2027 budget plan.
Institutional Role
The PSC meeting was co-chaired by H.E. Hou Samith, Secretary of State and Project Director at the Ministry of Women’s Affairs, and H.E. Ong Sopheavy, Secretary of State at the Ministry of Interior. Attendees included representatives from the Ministry of Economy and Finance, the Ministry of Health, provincial administrations of Kampong Thom, Kampot, Battambang, Banteay Meanchey and Oddar Meanchey, the project management teams of the Ministry of Women’s Affairs and the Ministry of Interior, and the project implementation consultant (PIC).
Operational Implications
Participants reviewed current implementation status and agreed to prioritize activities needed to complete the project’s 2026 work-plan and to prepare the 2027 budget submission. The PSC structure is being used to align ministerial inputs and provincial implementation steps ahead of budget planning and subsequent operational phases.
