Background
The Ministry of Women’s Affairs is preparing a national policy framework to shape Cambodia’s care economy, focusing on care for children, older persons, and persons with disabilities.
A consultative workshop on 21 May 2026 organized by the Ministry of Labour and Vocational Training and the International Labour Organization presented findings from the “Study Report on Reviewing the Care Policy Ecosystem for Children, the Elderly, and Persons with Disabilities in Cambodia”.
Her Excellency SOK Chan Chhorvy, Secretary of State and High Representative of Minister Ing Kantha Phavi, chaired the session on behalf of the Ministry of Women’s Affairs. The workshop aimed to solicit inputs to improve the quality and usability of the study report as a foundation for building a care policy ecosystem and to inform a draft “Care Economy Policy Framework and Action Plan” that the Ministry of Women’s Affairs is developing.
Scope of Application
According to statements made at the workshop, the draft framework targets public policy measures related to the care economy in Cambodia, including services and workforce considerations for children, older persons, and persons with disabilities. The initiative explicitly addresses the care sector as an area of employment where women constitute the majority of care providers and links care policy to objectives such as gender equality, well-being, and human capital development.
Key Provisions or Decisions
The consultative event was convened to review and validate the study report findings and to gather stakeholder inputs for the draft framework and action plan. Participants included representatives from the Ministry of Labour and Vocational Training, the International Labour Organization, the Ministry of Women’s Affairs, and other relevant stakeholders. The draft framework, as presented by the Ministry of Women’s Affairs, is intended to guide government planning on the care economy and to align with stated national commitments to inclusive and sustainable economic growth.
Implications for Investors, Businesses, or Compliance
The draft “Care Economy Policy Framework and Action Plan” is positioned as a policy tool to inform public and sector planning for care services and related employment. Stakeholders involved in care provision, workforce development, and social services are identified as the primary audiences for inputs and potential follow-up measures arising from the framework and its accompanying study report.
