Background
The Phnom Penh Tourism Development Plan 2026–2030 was presented as a city-level governance instrument intended to coordinate national and municipal actors around tourism product development, promotion and infrastructure improvements. The plan establishes a city-level framework for coordinating municipal and national agencies on tourism promotion, product development, and infrastructure upgrades.
The document sets practical priorities and design principles—Clean, Smart and Green—to guide investments and operations in the capital’s tourism system. The plan lists riverfront improvement, public recreational parks, dedicated lanes for public transport, cycling lanes and public electric bicycles among priority infrastructure measures for Phnom Penh.
Key Developments
The plan was officially launched on 17 August 2026 at the Grand Meeting Hall of Phnom Penh Capital Administration, with H.E. Huot Hak, Minister of Tourism, and H.E. Khuong Sreng, Governor of Phnom Penh, presiding. Approximately 300 participants attended, including deputy governors, governors of all 14 Khan administrations, relevant department officials and specialized agencies.
Announced actions include upgrading the Chaktomuk Walk Street riverfront into a modern, green tourism zone, developing public parks to host major events, creating dedicated public-transport lanes to reduce congestion, and expanding cycling infrastructure with public electric bicycles.
Policy Context
The Development Plan is positioned as a shared roadmap to mobilize stakeholders for improving Phnom Penh’s tourism quality and competitiveness in the region. The plan explicitly supports ongoing national promotion efforts, including the Visit Cambodia Green Season campaign carried out since 2025 and continuing into 2026.
Three strategic priorities named at the launch are: (1) Phnom Penh destination branding to create a distinctive city identity, (2) tourism storytelling to link visitor experiences with history, culture and local life, and (3) night tourism development to extend visitor stays and spending.
Institutional Role
The Ministry of Tourism and the Phnom Penh Capital Administration jointly presided over the launch and were identified as central coordinating authorities for implementation and stakeholder mobilization. The General Department of Tourism Development and International Cooperation, local authorities at all levels and relevant departments were named as cooperating entities, with public security and other agencies acknowledged for their supportive roles.
