Background
The Ministry of Health serves as Cambodia’s central authority for national health policy, international health agreements, and coordination of disease surveillance and laboratory systems.
Memorandums of understanding between national health agencies and foreign partners commonly define technical cooperation areas such as laboratory capacity building, disease surveillance, influenza monitoring, research, and workforce development.
Cambodia’s Health Strategic Plan 2025–2034 identifies universal health coverage, health security, infectious and non-communicable disease control, and human resource development as priority areas, providing the policy framework for bilateral technical cooperation.
Key Developments
On 17 August 2026, Minister of Health Professor Chheang Ra received Chargé d’Affaires Aleksandra Zittle of the United States Embassy to discuss implementation of the 2026–2030 health cooperation MOU and a related agreement with the US National Institutes of Health (NIH).
Both parties reaffirmed commitments to expand cooperation on Global Health Security, laboratory capacity, disease surveillance, influenza, and research, and agreed to hold regular technical meetings to review progress and address operational challenges.
The United States notified Cambodian authorities that it will provide additional equipment for the dengue control programme to be delivered to CENAT and will supply 200,000 mosquito-capture devices; the handover was proposed for the end of September or the first week of October 2026, with accelerated shipment timelines indicated by the US side.
Institutional Role
The Ministry of Health will act as the coordinating counterpart for incoming US technical assistance and equipment, liaising with national centres and implementing partners to integrate donated resources into existing surveillance and laboratory networks.
The US Embassy and US government health agencies (including NIH) function as external technical partners that provide equipment, training, and research collaboration under time-bound cooperation frameworks.
Operational Implications
Planned regular technical meetings aim to monitor implementation milestones, identify bottlenecks in logistics or capacity, and align donor-provided inputs with Cambodia’s national health strategy and operational plans.
Delivery of vector-control equipment and laboratory supplies will require coordination on customs clearance, distribution to designated centres, and integration with national dengue and surveillance programmes.
