Background
The Ministry of Social Affairs, Veterans and Youth Rehabilitation is responsible for coordinating social protection programs and supporting the implementation of child welfare measures across national and subnational administrations. The ministry organized a two-day training in Phnom Penh on 10–11 August 2026 to deliver a guidance manual on child protection procedures to municipal and khan officials.
The course was implemented in cooperation with the Phnom Penh municipal administration and with technical support from World Vision International. Approximately 60 participants from the administration of all 14 khans attended the sessions, which aimed to strengthen local capacity for case identification, case management and referral to services.
Scope of Application
The guidance and training target officials responsible for child protection work in Phnom Penh’s municipal and khan administrations, including social affairs and welfare officers and relevant subnational administrators. The activity also establishes a follow-up training plan to extend procedural guidance to sangkat-level officials and other local stakeholders involved in child protection service delivery.
Key Provisions or Decisions
Training components included dissemination of a printed guidance manual on child protection procedures for city, district and khan administrations; practical instruction on identifying suspected child abuse cases; protocols for case management; and steps for referring children in need to appropriate social services. Organizers also committed to drafting a continuing training schedule for sangkat representatives and associated local actors to support implementation of the guidance throughout Phnom Penh.
