Background
From March 3 to March 6, 2026, a delegation from Cambodia’s Ministry of Social Affairs, Veterans and Youth Rehabilitation, led by State Secretary Touch Channy, undertook a study visit to the Philippines. The delegation included members of Cambodia’s social workforce technical working group, representatives from the Ministry of Public Function, and UNICEF Cambodia officials. The visit focused on strengthening Cambodia’s social work capacity by learning from the Philippines’ institutional frameworks and practices.

During the four-day visit, the Cambodian delegation engaged with key Philippine institutions and agencies, including the Department of Social Welfare and Development (DSWD), Professional Regulation Commission (PRC), Professional Regulatory Boards (PRB), Commission on Higher Education (CHED), DSWD Academy, various Philippine social work professional associations, UNICEF Philippines, local government officials of Valenzuela City, and child protection centers. Discussions and observations covered:
- Legislative and policy frameworks defining vision, mission, roles, and duties of social work professionals.
- Strategic planning and resource allocation to improve professional social work efficiency and ethics.
- Professional registration and regulatory mechanisms ensuring recognized social worker standards.
- Implementation of social services for children and families, including child protection centers, family courts, and hospital social work units.
