Cambodia Public Investment Governance: MPWT Developing SOPs for Transport Investment Management

Background

As the sector ministry responsible for transport assets and projects, the Ministry of Public Works and Transport (MPWT) leads planning and management of public investment in Cambodia’s transport network. The EU4PFM Cambodia programme provided technical assistance to MPWT for the development of SOPs for public investment management.

The SOP initiative is designed to formalize roles, documentation and approval steps across MPWT directorates and associated units to improve oversight of capital projects. Standard operating procedures for public investment at a ministry level are intended to align transaction processes with fiscal governance and internal coordination requirements.

Scope of Application

The SOP under development applies to the Ministry of Public Works and Transport and the internal directorates and working groups that participate in planning, approving, implementing and monitoring MPWT-funded public investment projects. The scope includes procedural guidance on coordination with technical advisory bodies and relevant finance units within government as reflected in the kickoff meeting agenda.

Key Provisions or Decisions

MPWT formally launched a kick-off meeting on 6 July 2026 to begin drafting the SOP for public investment management. Meeting agenda items included defining the SOP’s work scope, establishing an implementation plan and timeline, and clarifying the roles and responsibilities of the technical advisory council and ministry working group. Participants included MPWT leadership, a State Secretary from the Ministry of Economy and Finance, representatives of the EU delegation, technical advisers, and relevant department directors.

Implications for Investors, Businesses, or Compliance

A ministry-level SOP for public investment is likely to create clearer administrative steps for procurement planning, project approval and inter-departmental coordination at MPWT. The stated objectives for the SOP emphasize enhancing value-for-money, accounting controls and operational efficiency in the management of transport sector capital projects, which can affect timelines and compliance requirements for contractors and consultants working with MPWT.
