Background
The World Bank is financing a multi-phase project to improve management of solid waste, hard residues, and plastics in Cambodia, including infrastructure investments for designated waste disposal sites. On 15 June 2026 the Ministry of Public Works and Transport (MPWT) hosted an inter-ministerial meeting to support the sixth implementation mission for the project and to review progress and operational challenges.
As of the end of May 2026, project implementation had achieved a cumulative completion rate of about 26%. The meeting brought together the MPWT project leadership, the project management unit associated with the Ministry of Interior (PMU-MOI), representatives from the ministries of Environment and Economy and Finance, subnational administration officials, and the World Bank mission leader to discuss next directions for accelerating construction and implementation.

The session was led by MPWT Secretary of State Ros Vanna as project director and included the Director-General of the General Department of Administration who also serves as PMU-MOI project director. World Bank senior environmental specialist and mission leader Katelijn Van den Berg participated in the inter-ministerial review. Participants examined implementation progress to date, identified outstanding operational issues, and discussed steps to expedite construction of waste disposal infrastructure.
Institutional Role
MPWT acted as the meeting convener and project lead, while the PMU-MOI participated as the project implementation unit representing cross-cutting administrative functions. Sector ministries including Environment and Economy and Finance engaged to coordinate environmental safeguards, budgeting, and subnational implementation responsibilities. The World Bank provided technical and oversight support through its mission leadership present at the meeting.
