On 23 March 2026, the Ministry of Public Works and Transport held a meeting at the ministry to review progress in preparing the Cambodia Cross-border Connectivity Enhancement Project (3CEP). The meeting was led by Secretary of State Im Nithara in her capacity as project director.
The project is being prepared under cooperation financing from the Asian Infrastructure Investment Bank (AIIB). Participants included the project management leadership, relevant technical officials from concerned general departments involved in implementation, and representatives of the technical consulting joint venture KCI-BOTEK JV.
Background
According to the ministry, 3CEP is a project to enhance cross-border infrastructure connectivity at border gates in Cambodia. The meeting reviewed the status of project preparation activities and coordination among the project management unit and the technical consultants.
Key Project Preparation Updates
The discussion focused on two main areas. First, the ministry reviewed work completed by the technical consulting joint venture KCI-BOTEK JV, together with challenges encountered and related requests. Second, the meeting considered planning for a study visit to cross-border connectivity infrastructure on the Vietnamese side opposite the four border gate locations covered by 3CEP.
The stated purpose was to accelerate project preparation so that the feasibility study (FS) and detailed engineering designs (DEDs) can be completed according to the planned schedule.
Implementation Scope
The ministry stated that the project preparation concerns four border gate locations paired with corresponding border gates in Vietnam. The ongoing consultancy work covers feasibility study activities and the preparation of detailed engineering designs for stations and related cross-border connectivity infrastructure associated with the project.
The project director also encouraged the PMU-3CEP team and the technical consultants to continue their work during the 18-month study and design period so that the project can produce comprehensive study results and sufficient feasibility for future construction implementation.
