Background
On 30 January 2023, the Minister of Public Works and Transport, Sun Chanthol, received a delegation from Sumitomo Mitsui Banking Corporation (SMBC), led by Rajeev Kannan, Executive Officer for the Asia-Pacific region. The meeting was held at the Ministry’s headquarters with participation from senior officials and relevant officers. Discussions focused on financial aspects related to development projects in Cambodia’s transport and logistics sectors.
Scope of Application
The discussion covered major transport infrastructure and logistics projects under the responsibility of the Ministry of Public Works and Transport. These include existing and planned expressways, railway upgrades, seaport development, and inland waterway connectivity that are considered strategic for Cambodia’s national economic development.
Key Provisions or Decisions
During the meeting, the Minister highlighted that development of transport and logistics infrastructure remains a core strategy of the Royal Government of Cambodia to support national economic growth. The Minister outlined several priority projects:
- The Phnom Penh–Preah Sihanouk Expressway, which is already in operation.
- The Phnom Penh–Bavet Expressway, for which studies have been completed and ground-breaking is planned for mid-2023.
- The Phnom Penh–Siem Reap Expressway, which is planned for further study.
- Upgrading of the Phnom Penh–Poipet railway line to a high-speed railway, with the Royal Government encouraging MPWT to work with the Ministry of Economy and Finance to accelerate related studies.
- Port sector development, including the Sihanoukville port and a multipurpose port in Kampot province.
- A project to dredge a canal connecting the Bassac River to the seaport in Kampot province to facilitate waterborne cargo transport, reduce time, and lower costs.
The Minister also noted the Royal Government’s intention to comprehensively transform Preah Sihanouk province into a special economic pole, integrating transport, ports, logistics, power plants, tourism, and hospitality activities in the area.
Implications for Investors, Businesses, or Compliance
The meeting signals the Royal Government’s continued prioritization of large-scale transport and logistics infrastructure, with potential involvement of international financial institutions such as SMBC. Investors and businesses may expect ongoing development of expressways, railway upgrades, port capacity, and waterway connectivity, particularly in corridors linking Phnom Penh to Preah Sihanouk, Bavet, Siem Reap, Poipet, and Kampot. While no specific financing agreements or regulatory changes were announced, the identification of these projects as strategic priorities indicates future opportunities for infrastructure investment and related services.
