Cambodia Digital Skills and Education: Techo Digital Talent Scholarship for Higher Education 2026-27

Background

The Techo Digital Talent Scholarship is a government-funded higher-education program to develop skilled professionals in digital technology and related fields. The Techo Digital Talent Scholarship offers 600 undergraduate scholarships for digital-technology degree programs in the 2026–2027 academic year. The Ministry of Post and Telecommunications administers the scholarship and places students at seven Cambodian higher-education institutions across specialized digital fields.

Programs supported under the scholarship cover specializations such as software engineering, data science, cybersecurity, artificial intelligence, telecommunications and networking (including satellite), digital infrastructure, and digital arts and design. Instruction for the listed scholarship specializations is delivered in English at the participating institutions.

Policy Context

The scholarship is presented as part of a broader government initiative to accelerate digital transformation by expanding human capital in technology sectors. Awardees receive a laptop and full tuition coverage until degree completion, with stated tuition value ranges from US$3,100 to US$24,700, and beneficiaries also obtain support from the Ministry of Post and Telecommunications for career facilitation. The program explicitly encourages applications from students from disadvantaged or rural backgrounds, persons with disabilities, and female applicants.
