Background
The Ministry of Post and Telecommunications convened a two-day training on 15–16 June 2026 in Phnom Penh to build capacity for officials drafting guidance on personal data protection. The Ministry administers coordination of digital policy and telecommunications regulation for Cambodia, including oversight of legal drafting related to communications and data governance.
The training was delivered under the EU-German GATE project and included national and international technical advisers, legal specialists from the MPTC, and representatives from the Digital Government Commission Secretariat; twenty participants attended. Joint guideline drafts on personal data protection articulate procedural elements and normative standards intended to guide the preparation of Cambodia’s draft personal data protection law.

The workshop targeted the national technical committee and legal working group responsible for preparing the draft law and associated guidance documents. Participation included MPTC legal officers, telecommunications regulators, and international project representatives supporting guideline development.

Training content focused on the substance of the draft joint guidelines on personal data protection prepared by technical advisers and on aligning guideline language with the structure of the draft personal data protection law. Participants were instructed to integrate the knowledge gained into Cambodia-specific guideline text and to ensure consistency with the draft law’s provisions.
