Cambodia Digital Literacy Governance: MPTC Develops National Media and Digital Competency Assessment Tool

Background

The Ministry of Post and Telecommunications (MPTC) developed a draft assessment instrument for media and digital literacy with technical advice from UNESCO. On 18 May 2026 MPTC convened a consultation workshop in Phnom Penh, chaired by State Secretary Chhun Vat, with more than 50 representatives from ministries, institutions, the private sector, development partners and NGOs to review the draft instrument.

The assessment instrument is intended to measure individual competencies, support targeted training programs, and produce certification records of digital literacy levels. MPTC’s March 2024 Digital Literacy Competency Framework serves as the baseline for the instrument’s domain structure and scoring rubric, and the consultation aimed to refine methodology, questionnaire domains and the scoring rubric to enable future digital delivery and certification.

Key Developments

The workshop focused on three principal objectives: securing inter-ministerial agreement on the assessment tool; gathering expert recommendations on methodology and questionnaire design; and seeking long-term support to convert the tool into a digital platform capable of issuing competency certificates. Participants discussed domain categorization, the composition of question banks, and approaches to scoring that would align the instrument with existing training and curriculum-review processes.

Institutional Role

MPTC led the working group that prepared the draft instrument, with UNESCO providing technical advisory support during development. The instrument is positioned to inform programme design across public training initiatives, awareness campaigns and curriculum adjustments; stakeholders at the workshop were invited to contribute inputs on methodology and scoring to ensure the tool can function as a practical assessment and certification mechanism for digital and media literacy.
