Cambodia Public Service Regulation: MPTC Reduces Processing Time for Telecom and Digital Services

Background

The Ministry of Post and Telecommunications (MPTC) administers administrative procedures and service delivery for communications and digital services that fall under its remit, and it began a pilot reform to accelerate public-service processing on 13 March 2026. Processing time for public services classified as low-technical is set at no more than eight working hours when applications meet all required conditions and supporting documents. High-technical public services are subject to a maximum processing time of seven working days when applicants submit complete required documentation.

The revised timelines were introduced after a pilot that reviewed prior processing delays of several days to multiple weeks and were expanded to apply across a total of 158 service types under MPTC authority. The Ministry also specified that the time limit for each service begins when an application is complete and accompanied by the necessary documentation, and it published official contact channels for enquiries and feedback.

Scope of Application

The new procedural limits apply to public services administered directly by the Ministry of Post and Telecommunications and its subordinate units, covering a consolidated list of 158 service types identified by the Ministry. Time limits are conditional on applicants submitting full documentation and meeting the stated eligibility criteria for each service.

Key Provisions or Decisions

– New maximum processing times: up to eight working hours for services assessed as low-technical, and up to seven working days for services assessed as high-technical.
– Timing rule: the applicable processing window starts only after an application is submitted with all required supporting documents and information.
– Public information and feedback: required application conditions and document checklists are available on www.mptc.gov.kh and on the Ministry’s official social channels; the Ministry established Hotline 123 for enquiries during working hours and designated info@mptc.gov.kh for email contact.

Implications for Investors, Businesses, or Compliance

Businesses and service operators should prepare to submit complete application packages to benefit from the reduced processing windows and should use the Ministry’s published checklists to verify requirements before filing. Faster statutory timelines may reduce administrative waiting costs for firms seeking MPTC approvals, while compliance units will need to align internal submission procedures to the Ministry’s completeness standards to avoid restart or rejection of requests.
