Ministry of Post and Telecommunications Meets Telecom Operators on Online Scam Response

Background

On 19 March 2026 in Phnom Penh, the Minister of Post and Telecommunications chaired a working meeting with mobile phone operators, internet service providers, and fiber-optic network operators. Senior leadership from the Ministry of Post and Telecommunications, the Telecommunication Regulator of Cambodia, and around 90 representatives of operators attended.   • Monitoring locations that use high-capacity internet where there is suspicion of involvement in technology-based scams.
  • Completely cutting off service provision to locations where offences are committed, as required by the Ministry of Post and Telecommunications and competent authorities.
  • Strengthening the implementation of measures on SIM card usage management, including cancelling SIM cards without clear identification and addressing the use of roaming SIMs from abroad.
  • Enhancing cybersecurity measures to protect digital systems.
  • Participating in the implementation of other administrative or technical measures determined by the Royal Government and the ministry.

The Minister also referred to important internal reforms within the ministry and the reinforcement of regulatory functions, sectoral order, and efficient, transparent, and prompt public services for operators.
