Cambodia Planning Policy: Singapore Supports Civil-Service Training and LDC Graduation

Background

The Ministry of Planning in Cambodia is responsible for national planning, statistics, and coordinating the government’s strategy to transition from Least Developed Country (LDC) status. The ministry is preparing an inter-ministerial Strategy for a smooth, well-sequenced exit from LDC classification (STS-LDC Cambodia) for submission to the Council of Ministers by the end of the year.

Singapore has supported Cambodian civil-service capacity building through the Singapore–Cambodia training centre in Phnom Penh and has provided training to approximately 19,000 Cambodian government officials. The two sides have signalled an intent to expand cooperation on monitoring and evaluation (M&E) and on population-policy measures linked to the STS-LDC process.

Key Developments

On 25 August 2026, Minister Bin Trachay authorised a formal meeting with Mr Steven Pang Chee Wee, who presented credentials as Singapore’s non-resident ambassador to Cambodia. The minister offered a warm welcome and affirmed full support for bilateral cooperation in planning and statistics, while the ambassador expressed thanks and a commitment to strengthen ties across sectors.

During the discussion the embassy highlighted Singapore’s ongoing training engagement with Cambodian officials, noting that training programmes organised through the Singapore–Cambodia centre have reached roughly 19,000 participants. Cambodia’s Ministry of Planning requested Singapore’s assistance for M&E activities and for technical cooperation on population and demographic policy, including study visits and targeted capacity development.

Policy Context

The STS-LDC Cambodia process aims to coordinate cross-ministry preparations required for Cambodia’s planned departure from LDC status in 2029. The Ministry of Planning is positioning the STS-LDC as a governance instrument to align institutional capacity, statistical systems, and policy adjustments ahead of graduation and immediate post-graduation needs.

International technical partnerships on training and M&E are being used to address human-resource gaps and to improve the government’s ability to monitor transition indicators and demographic trends that matter for policy sequencing and public planning.

Institutional Role

The Ministry of Planning serves as the central coordinator for planning, national statistics and the STS-LDC preparations, while foreign diplomatic missions such as Singapore’s embassy act as partners for bilateral technical cooperation and training delivery. The Singapore–Cambodia training centre in Phnom Penh functions as a focal point for civil-service capacity-building activities supported by Singaporean institutions.
