Cambodia Border Security and Diplomacy: ASEAN Observer Team Mission to Preah Vihear

Background

The Royal Government of Cambodia reaffirmed its commitment to the Joint Statement of the 3rd Special Meeting of the Cambodia-Thailand General Border Committee (GBC) dated 27 December 2025. The ASEAN Observer Team (AOT), led by a Head of Mission under the Philippine ASEAN Chair, conducted an observation, verification, and reporting mission to the Temple of Preah Vihear on 14 May 2026.

The Cambodian Liaison Group (CLG) facilitated access for the AOT to the Preah Vihear site at 08:40 on 14 May 2026, and the Ministry of National Defence notified the public and media of the visit. The press release states that the AOT presence aims to support full and effective implementation of the ceasefire, enhance transparency and accountability, and build mutual trust between Cambodia and Thailand.

Key Developments

On the morning of 14 May 2026 the Cambodian Liaison Group arranged the inaugural mission by the Head of Mission of the ASEAN Observer Team under the Philippine mandate to inspect conditions at the World Heritage site of Preah Vihear in Choam Ksan District, Preah Vihear Province. The ministry noted that the temple had sustained severe damage during attacks by the Thai military in 2025 and that the AOT visit included observation, verification, and reporting tasks related to recent developments in the area.

Institutional Role

The Cambodia-Thailand General Border Committee (GBC) provides the bilateral framework referenced by government statements for coordinating border management and ceasefire commitments. The Cambodian Liaison Group (CLG) serves as the national channel for facilitating access by international observers, while the ASEAN Observer Team (AOT) performs on-site observation and verification when mandated by ASEAN leadership.

Operational Implications

The ministry described the AOT mission as intended to support confidence-building measures and to contribute to a rapid recovery and return to normalcy, peace, stability, and safety along the border. Cambodia expressed full support for the AOT and emphasized the importance of strengthening the Team’s role and mandate as part of ongoing bilateral and ASEAN-level arrangements.
