Cambodia Health Financing Policy: Roadmap for Sustainability and Transition of Global Fund Grants 2027–2029

Background

Ministry of Health leadership convened inter-ministerial and technical stakeholders to advance planning for sustainable financing and transition of externally supported disease programs. On 13 May 2026 officials at the Ministry of Health reviewed a roadmap for sustainability, transition and co-financing of Global Fund grants covering 2027–2029.

The review process examined strategic priorities and integration of disease-program activities into primary health-care services and forward budget plans. The review covered strategic priorities and the integration of HIV, tuberculosis and malaria program priority activities into primary health-care services and budget planning for 2027–2029.

Key Developments

Participants examined a Pharos-provided roadmap that outlines interim and sustainability arrangements and discussed priority activities and sequencing for HIV, TB and malaria programs. The meeting identified the need to develop detailed action plans for priority activities and to prepare comprehensive budget submissions for the 2027–2029 period.

Institutional Role

Dr. Yuk Sambath, State Secretary and director of the Ministry of Health Global Fund project, led the discussions with representation from the Ministry of Interior, Ministry of Economy and Finance, the National Centre for HIV/AIDS, Dermatology and STD, the National Centre for Tuberculosis, Parasitology, Entomology and Malaria Control, the National Centre for Health Promotion and the MOH-LIT technical working group. State Secretaries and undersecretaries provided guidance on integrating priority program activities into primary-care service delivery and on preparing cross-sectoral budget plans.

Operational Implications

The Ministry encouraged program leadership to continue implementation according to approved plans and to finalize prioritized activity schedules for incorporation into the primary health-care package. Officials requested preparation of detailed 2027–2029 budget plans to support transition and co-financing requirements of the Global Fund grant cycle.
