Cambodia TVET Policy 2026–2035: Labor Skills and Workforce Development

Background

The Ministry of Labour and Vocational Training led an inter-ministerial meeting on 5 October 2026 at its headquarters to review the draft National Technical and Vocational Education and Training (NTVET) policy 2026–2035.

The draft NTVET policy 2026–2035 sets a vision to build a workforce with technical skills, employability and adaptability responsive to changing labour-market demand. The draft links TVET objectives to national strategies including industrial development, the national occupation and employment policy, and the long-term Cambodia 2050 vision.

The document emphasises quality of training, responsiveness to labour-market change, environmental resilience, and alignment with digital and green transitions while promoting lifelong skills development through strengthened public-private partnerships.

Scope of Application

The draft policy covers the technical and vocational education and training system and identifies public and private training providers and government agencies as stakeholders in delivering skills development across citizens’ working lives. The draft frames TVET as a cross-cutting element of labour, education and industrial policy, without yet specifying implementing instruments or legal status pending further review.

Key Provisions or Decisions

The draft states a vision and strategic objectives for 2026–2035 that are intended to: align TVET supply with labour-market needs, support industrial development goals, and contribute to national employment strategies. Meeting participants provided substantive feedback and agreed to continue submitting inputs to improve the draft’s clarity, quality and coherence.

According to the ministry’s statement, the draft will be forwarded to the Economic and Financial Policy Committee for review, revision and subsequent submission to the Prime Minister for consideration and approval.
