Background
The Ministry of Labour and Vocational Training (MLVT) has been advancing institutional partnerships to align technical and vocational education and training (TVET) with industry needs in transport and automotive technology. The cooperation agreement involving Guangxi Transport Vocational and Technical College (GTVTC), the National Polytechnic Institute of Cambodia (NPIC) and the Phnom Penh Institute of Technology (PIT) targets expanded TVET provision for new energy vehicles (NEV) and related transport skills.
MLVT promotes TVET through demand-driven programs, competency-based curricula, workplace learning and stronger linkages between training providers and enterprises. Since 2022, GTVTC has trained 36 Cambodian students and currently 26 Cambodian students are enrolled in courses including NEV technology, UAV mapping technology and intelligent civil engineering.
Key Developments
On 25 May 2026, Minister Heng Sour received Chen Xiangru, Secretary of the Party Committee of GTVTC, for discussions and officiated at the signing of the cooperation agreement hosted at the ministry headquarters. The signed memorandum commits the three institutions to expand technical training, curriculum development and human-resource exchanges focused on NEV maintenance, repair and related transport-sector skills.
Institutional Role
MLVT functions as the coordinating ministry for vocational training and seeks to strengthen industry–TVET connections by encouraging cooperative programs between foreign vocational institutes and Cambodian colleges. The partnership with GTVTC is presented by MLVT as a mechanism to accelerate teacher training and to introduce shared standards and curricula across participating institutions.
Operational Implications
The agreement emphasises practical steps noted by MLVT leadership: rapid implementation of training activities, development of common curricula and the upskilling of instructors to support NEV programs. MLVT highlighted the need to prioritise teacher capacity building so that classroom and workshop instruction can match evolving NEV technologies and employer requirements.
