Background
The Ministry of Labour and Vocational Training (MLVT) and Daikin Industries Ltd discussed expanding their public–private cooperation on vocational training for heating, ventilation, air-conditioning, and refrigeration (HVAC/R) on 21 May 2026 at the ministry headquarters. The meeting followed an April 2026 inauguration of the “Daikin Dojo Training Center” at the Institute of Technical Industry (ITI), which the company established to support HVAC technical training, teacher development, and curriculum enhancement.
Cambodia’s TVET strategy seeks to align vocational skills and curricula with industry demand to improve graduate employability and wages in priority sectors. The MLVT has emphasised TVET as a foundational element of national human-resource development aimed at producing technicians with sector-specific competencies in areas such as HVAC systems and after-sales technical services.
Key Developments
On 21 May 2026, MLVT Minister Heng Sour received Omori Junichi, Daikin’s global operations executive, to exchange views on enlarging cooperation in skill development and to strengthen state–private partnership models. Both parties confirmed readiness to deepen collaboration that builds instructor capacity, develops training programmes, and expands practical training opportunities for students at ITI and related TVET institutions.
Institutional Role
The MLVT functions as the lead government agency for vocational training policy and coordination with private-sector partners on TVET initiatives. Daikin’s involvement includes establishing training infrastructure and providing technical expertise relevant to HVAC systems, as well as supplying after-sales service training and spare-parts knowledge that align with industry service requirements.
Market Impact
Daikin’s training centre at ITI has been presented by participants as contributing to the technical skills available in Cambodia’s labour market for HVAC maintenance, installation, and service roles. Company statements highlight that combining equipment supply with technician training and after-sales services creates demand for certified technicians who can support sustainable operation of HVAC assets.
