Background
The Ministry of Labour and Vocational Training (MLVT) manages Cambodia’s technical and vocational education and training (TVET) system and implements the national “TVET 1.5 million” initiative aimed at training up to 1.5 million people through formal and non-formal pathways.
Recognition of Prior Learning (RPL) and the Basic Education Equivalence Program (BEEP) are operational mechanisms used to certify prior skills and broaden access to accredited vocational qualifications. MLVT coordinates TVET delivery with social-assistance mechanisms and subnational administrations to reach remote and vulnerable populations, including persons with disabilities and return migrant workers.
Key Developments
On 19 May 2026, Minister Heng Sour and UN coordinator Vladanka Andreeva led a delegation to the Battambang National Technical Institute and the Takada workshop to review RPL and BEEP implementation and community outreach under the DEY III governance arrangements. The delegation noted instances where vocational training linked to higher and more stable incomes for trainees, and observed graduates—such as a trainee who opened an electrical-repair stall—applying new skills in local micro-enterprises.
Institutional Role
The visit included representatives from UNESCO, UNICEF, UNIDO, ILO and SDC, reflecting a multi-agency engagement model for TVET programming and governance. MLVT reported plans to strengthen cooperation with commune and sangkat administrations to increase enrolment among marginalized groups and to deploy mobile training units and instructors to communities with limited access to training centres.
Operational Implications
Participants identified implementation constraints that affect program reach and retention, including shortages of classroom space, trainee accommodation, and teaching or learning materials, as well as dropout driven by immediate livelihood needs. Addressing these operational gaps is presented as a priority in discussions on scaling community-based delivery and inclusion measures for persons with disabilities and returning migrant workers.
