Background
Technical and vocational education and training is a core part of Cambodia’s labor governance framework because it connects education policy with workforce preparation, industrial demand, and overseas employment pathways. The Ministry of Labour and Vocational Training oversees the TVET system, including public training institutions, skills development programs, and coordination with employers on labor market needs.
Labor market alignment in Cambodia depends on how effectively training institutions update curricula, teaching methods, and equipment to match employer demand. Industry-school cooperation is a practical governance mechanism used to link training supply with real vacancies, technical standards, and changing skill requirements in domestic and foreign labor markets.
On 20 April 2026, MLVT and the Korea International Cooperation Agency (KOICA) signed the record of discussions for a project titled skilled workforce development to respond to industrial demand in Cambodia. The project is scheduled for implementation from 2026 to 2030 and is intended to strengthen the TVET system at the National Polytechnic Institute of Cambodia (NPIC), Preah Kosomak Polytechnic Institute (PPI), and Industrial Technical Institute (ITI), while supporting skills training for labor market demand in Cambodia and the Republic of Korea.
Key Developments
According to MLVT, the project includes measures to expand access to TVET in Cambodia, raise public awareness of vocational training, and strengthen support mechanisms for learners. It also aims to improve the capacity of selected TVET institutions in line with labor market demand inside and outside the country.
Planned activities include establishing and implementing cooperation mechanisms between industry and educational institutions, regularly updating labor market demand information, developing curricula and teaching materials based on demand, strengthening the technical and pedagogical capacity of TVET instructors, and improving and modernizing practical training equipment.
Institutional Role
MLVT serves as the lead Cambodian institution for labor policy, vocational training, and workforce development. In this project, its role is tied to strengthening public TVET delivery and aligning training outcomes with employment needs in both domestic industries and overseas labor markets.
KOICA’s participation reflects development cooperation focused on human capital and institutional capacity building. The project also indicates continued collaboration between Cambodia and the Republic of Korea in areas where skills certification, employability, and labor mobility intersect with public training policy.
Operational Implications
The project has operational significance for the three selected institutes because it links institutional strengthening with specific labor market functions rather than only general education expansion. Improvements in equipment, teaching methods, and employer coordination can affect how quickly trainees acquire job-ready skills and how training providers respond to demand shifts.
For employers, the project may help improve the availability of workers with technical competencies that match industrial requirements. For students and workers, the initiative is designed to broaden access to vocational training and support pathways into employment opportunities in Cambodia and in the Republic of Korea.
