Background
On 8 July 2026 the Ministry of Justice convened a technical meeting to review criminal provisions of the draft Cybersecurity Law. The meeting took place in the Ministry of Justice meeting hall and was led by State Secretary Keng Somarith together with a five-member Justice Ministry review team.
Representatives from the Ministry of Posts and Telecommunications attended under the leadership of State Secretary Kong Palla and were accompanied by 13 staff members. Technical inter-ministerial review meetings are a governance mechanism used in Cambodia to coordinate statutory drafting and to reconcile legal language between ministries.
Scope of Application
The session focused specifically on the penal (criminal) components of the draft cybersecurity statute rather than procedural or technical provisions. Participation by both the justice and telecom ministries indicates the draft aims to align criminal liability provisions with sectoral technical oversight.
Key Provisions or Decisions
Participants examined the wording and structure of the draft law’s penal articles to ensure legal coherence with existing criminal statutes and sector responsibilities. The Ministry of Justice team and telecom delegates reviewed sections that define offenses and potential sanctions as part of the drafting process.
Implications for Investors, Businesses, or Compliance
Criminal provisions in cybersecurity legislation establish the legal definitions of offenses and the potential penal consequences for non-compliance. Businesses operating digital services or communications infrastructure should monitor the finalized text to understand statutory liability and compliance obligations once the law is enacted.
