Cambodia Health Policy: Review of the National Single Health Strategy 2026–2030

Background

The Ministry of Health convened a ministerial-level meeting in Phnom Penh on 31 August 2026 to examine inputs and recommendations collected during a national consultative workshop held on 27–28 August 2026. The meeting was led by Secretary of State Dr. Youk Sambath in his role as chair of the Inter-ministerial Coordination Committee for One Health (IMCC-OH), and included technical leaders from the Ministry and representatives from WHO and PATH.

The National Single Health Strategy 2026–2030 is a policy framework designed to align health-sector planning and partner coordination across ministries and development organizations. The meeting reviewed technical inputs, recommended revisions, and budget projections to increase the strategy’s comprehensiveness and to ensure implementation flexibility for Cambodia’s context.

Scope of Application

The strategy under review applies to national-level health planning for the period 2026–2030 and targets coordination among government ministries, subnational health administrations, development partners, and health-sector funders. The review process addresses policy alignment, programming priorities, and budgetary provisions for both short-term and longer-term support within Cambodia.

Key Provisions or Decisions

  • The meeting scrutinized inputs and recommendations collected from the national consultative workshop held 27–28 August 2026.
  • Participants examined technical submissions from national experts and international partners, including the World Health Organization (WHO) and PATH.
  • Attendees reviewed the proposed budget plan covering short-term and long-term financing needs and discussed how to incorporate implementation flexibility to match Cambodia’s operational context.

Implications for Investors, Businesses, or Compliance

Completion of the National Single Health Strategy 2026–2030 will provide a consolidated policy reference for government planners, donor agencies, and health implementers when designing programs and allocating budgets. Organizations engaged in health service delivery or financing in Cambodia can reference the finalized strategy for alignment with national planning priorities and coordination mechanisms.
