Background
The Ministry of Health led a consultation workshop in Phnom Penh on 21 August 2026 to review draft frameworks addressing digital interoperability and data protection within the social protection system. On 21 August 2026, the Ministry of Health hosted a workshop in Phnom Penh to consult on draft interoperability and data-protection frameworks for Cambodia’s social protection system.
The event brought together ministry officials, sector agencies, social-protection operators and development partners to collect inputs on two draft documents: an interoperability framework for digital social protection and draft guidance on data protection for social-protection systems. The workshop was co-organized by the National Social Protection Secretariat, UNICEF Cambodia and the Digital Convergence Initiative and included representatives from ministries, agencies, social-protection operators and development partners.
Scope of Application
The draft interoperability framework is intended to guide technical and procedural arrangements for data exchange between social-protection systems and health information systems, including authorized beneficiary verification and service referral workflows. The draft data-protection guidance addresses confidentiality, access controls and record-security principles applicable to personal health records and beneficiary data processed by social-protection programs.
Key Provisions or Decisions
The draft documents discussed at the workshop set out three core priorities:
- Strengthening health-data connectivity to enable seamless information exchange between health services and social-protection systems, with the aim of faster and more accurate service delivery for eligible beneficiaries.
- Establishing data-protection principles and technical safeguards to secure personal health records used within social-protection processes and to uphold individual privacy rights.
- Promoting digital tools and modern patient-data management practices to reduce waiting times and improve the operational efficiency of public health and social services.
Implications for Investors, Businesses, or Compliance
The draft guidance describes security principles and interoperability mechanisms that system operators and health providers would implement to enable authorized data sharing between social protection and health systems. Technology vendors, health facilities and social-protection administrators participating in Cambodia’s digital architecture planning should expect to align technical interfaces and privacy controls with any final interoperability standards or protection guidance adopted by the government.
