Background
The Ministry of Health implements the Primary Health Care‑Boosting Implementation Framework (PHC‑BIF) through a national working group that conducts subnational missions to review local delivery and coordination. Between 18 and 21 August 2026, the PHC‑BIF national team carried out an implementation mission in Kampot province that included visits to Angphnom Toch Health Centre, Trapeang Sangkae Health Centre and other local sites.
The national mission brought senior ministry officials together with provincial leaders, district health managers, health centre management committees (HCMC) and village health support groups (VHSG) to examine practical challenges and reinforce community participation in primary care. Angphnom Toch Health Centre was noted by the provincial delegation as having achieved a national service ranking of number 10 in 2025.
Key Developments
From 18–21 August 2026, Dr O Vann Dinn, Secretary of State at the Ministry of Health and head of the PHC‑BIF national working group, led the Kampot mission to observe on‑the‑ground PHC activities and to meet district and health‑centre teams. The mission held meetings at Angphnom Toch Health Centre, Trapeang Sangkae Health Centre, district offices (including Angkor Chey and Kampot districts), and convened at the provincial hall in Kampot to discuss implementation priorities.
Institutional Role
The PHC‑BIF national working group functions as a coordinating mechanism that links central ministry guidance to provincial and district health administrations, health centre management committees, and community support networks. Provincial deputy governors and provincial health department leadership participated in the Kampot mission, reflecting the multi‑level governance role required to align provincial administration, district services and community health volunteers under PHC‑BIF activities.
Operational Implications
The mission emphasized review of the PHC‑BIF core activities and recommended targeted follow‑up at facility and community levels to address implementation gaps identified during visits. Local officials and health staff engaged directly with community representatives and clients at service sites, providing immediate feedback to provincial health managers for operational adjustments.
