Background
The Ministry of Water Resources and Meteorology (MOWRAM) applies a 12-month quality-assurance period to newly completed irrigation works to assess defects and confirm operational performance. Irrigation infrastructure overseen by MOWRAM consists of reservoirs, diversion structures and associated civil works that regulate seasonal water storage and distribution for agricultural and local water uses.
MOWRAM’s inspection and handover processes involve technical assessment by engineering teams and coordinated validation with other ministries where required, followed by an official acceptance of work completion and commencement of routine operations and maintenance (O&M). The visit recorded here covered projects located in Kandal, Pursat and Banteay Meanchey provinces and documented the certification status and O&M recommendations for each site.
Key Developments
On 17 August 2026, an inter-ministerial team led by senior officials from MOWRAM conducted field inspections, handover and closure of the 12‑month warranty/quality period for four irrigation-related works. The team certified 100% completion for the following locations and works:
- Repair of the Prek Samraong 3 reservoir and construction of cultural works (Phase 1) — Ta Khmau, Ta Khmau City, Kandal Province.
- Backbone rehabilitation along both banks of the Prek Tuk Doh channel — Kampong Os commune, Ponhea Lueu district, Kandal Province.
- Construction of the Poŭthĭ/Poŭth Andet water storage structure (Phase 2) — Kanhchor commune, Kandieng district, Pursat Province.
- Rehabilitation of the Me Ansong Niev main canal and construction of cultural works — Nam Tau commune, Phnom Srok district, Banteay Meanchey Province.
Operational Implications
The Secretary of State commended the engineering department for effective implementation of the first-phase O&M arrangements and emphasized that regular maintenance is a priority to sustain reservoir functionality, reduce flood risk, and support daily water uses and rural livelihoods. MOWRAM called on local authorities and communities to cooperate with technical staff in ongoing upkeep, protection and management of the completed irrigation assets.
Institutional Role
MOWRAM is the central agency responsible for planning, constructing and maintaining national irrigation systems and coordinates with the Ministry of Economy and Finance for funding and with subnational authorities for local O&M responsibilities. Documented handover and warranty checks form part of MOWRAM’s operational governance to transition projects from construction to routine management.
