Background
The Ministry of Health convened a review on 14 August 2026 to assess governance and operational controls for Global Fund-supported health programs in Cambodia. Global Fund grant management requires timely updates to designated financial reporting systems to ensure accuracy and donor verification.
The review addressed procedures for requesting and transferring funds to implementers, management of project fixed assets, and preparation of reinvestment proposals for unspent balances from the first half of 2026. Reinvestment of accumulated or unspent grant balances is a standard management practice to align available funds with ongoing program priorities.
Institutional Role
State Secretary Dr. Yuk Sambath, serving as National Project Director for the Global Fund portfolio within the Ministry of Health, led the meeting. Participants included leadership and technical staff from the MOH-LIT project, the National Centre for HIV/AIDS, Dermatology and STIs (NCHADS), and the National Centre for Parasitology, Entomology and Malaria Control (CENAT), totaling 16 attendees.
Operational Implications
The Ministry issued four operational directions aimed at strengthening financial control and program implementation:
- Accelerate implementation of corrective measures documented in the Global Fund management letter.
- Strengthen financial management and ensure value-for-money and accountability in the use of grant funds.
- Enhance management and verification procedures for fixed assets tied to the Global Fund projects.
- Complete and submit reinvestment proposals for unspent balances from H1 2026 and update program data in the SUN system promptly.
Key Developments
The meeting formalized a set of near-term actions to improve compliance with donor conditions and to ensure that saved or unspent Global Fund resources are redeployed according to program priorities and the Fund’s terms. Units were instructed to ensure supporting documentation is complete, accurate, and verifiable for donor review.
