Cambodia Agricultural Finance: ACSEP Strengthens Value-Chain Credit via ARDB and SPNB

Background

The Trust Regulator serves as the Implementing Unit for ACSEP-PIU1 under the Ministry of Economy and Finance and organised dissemination workshops on agricultural value-chain financing for cooperatives, agribusinesses and commercial farmers in Banteay Meanchey Province on 30 September 2026.

ACSEP has a total financing envelope of USD 51 million and is implemented through the Agricultural and Rural Development Bank (ARDB) and Sathapana Bank (SPNB), offering Credit Line and Equity Credit Line products.

Key Developments

On 30 September 2026 the Trust Regulator convened a workshop at The White Palace Resort Hotel in Banteay Meanchey to share information on loan products, procedural steps and required documentation for credit applications under ACSEP Component 1. Participants included provincial PDAFF representatives from Banteay Meanchey, Battambang and Pailin, ACSEP-PIU1 officials and consultants, ARDB and SPNB staff, and representatives of agricultural cooperatives and agribusinesses from the three provinces.

Project reporting indicated that, by 31 August 2026, ACSEP had extended loans to 1,435 target clients with cumulative disbursements of about USD 30 million. Provincial disbursements reported to the PIU included roughly USD 428,222 in Banteay Meanchey (18 target clients), about USD 384,335 in Pailin (10 target clients) and approximately USD 1,104,503 in Battambang (81 target clients).

Institutional Role

The Trust Regulator is operating as the PIU and coordinates project implementation with partner financial institutions that deliver credit products to eligible agricultural value-chain actors. ARDB and SPNB function as the project’s on-lending institutions, receiving ACSEP funding lines and translating those into Credit Line and Equity Credit Line offers for cooperatives, agribusinesses and commercial farmers.

Operational Implications

The workshops provided practical guidance on application procedures, required documentation and loan product features to support borrower readiness and project uptake. Organisers also shared operational experiences on borrower identification and client records management, including procedures used by partner institutions to register and track target clients.
