Background
The Trust Regulator is acting as the implementing unit for the Agricultural Value Chain Competitiveness and Safety Enhancement Project (ACSEP-PIU1) under the Ministry of Economy and Finance, delivering credit and market-support components to target provinces. The ACSEP project has total financing of USD 51 million and is implemented through two partner financial institutions, the Agricultural and Rural Development Bank (ARDB) and Sathapana Bank (SPNB).
The project combines three operational pillars: facilitation of access to credit, strengthening of market linkages and food safety/quality, and improvement of farm-to-market connectivity to support selected value chains such as cassava, mango, cashew, vegetables and poultry. As of 31 August 2026 the project had provided credit to 1,435 target clients with a total loan amount of approximately USD 30 million.
Key Developments
On 21–22 September 2026 the Trust Regulator organised dissemination workshops in Kratie (Ly Cheu Hotel) and Stung Treng (Angkor Meas Hotel) to bring project information closer to local agricultural cooperatives, agribusinesses and commercial farmers. Provincial Departments of Agriculture, Forestry and Fisheries, ACSEP-PIU1 officials and consultants, partner bank representatives from ARDB and SPNB, and local producer groups participated in sessions covering product features, eligibility and application procedures.
Institutional Role
ACSEP credit operations are channelled through partner financial institutions that administer specific lending products to eligible borrowers; the main project lending lines include a Credit Line and an Equity Credit Line. The Trust Regulator’s implementing unit coordinates between the Ministry of Economy and Finance, partner banks and provincial agricultural authorities to facilitate outreach, beneficiary selection and technical assistance.
Operational Implications
The workshops provided practical guidance on loan application forms, required documentation and procedural steps for preparing credit requests, alongside sessions on financial literacy and business planning for agricultural enterprises. Sessions also created a direct forum for questions and answers between lenders and prospective borrowers to clarify eligibility, product terms and submission processes.
