Background
The Ministry of Health convened a debriefing session on 7 August 2026 at its Phnom Penh headquarters to consolidate preparatory work for a northeastern health development program. The meeting reviewed the draft program framework and early project design elements ahead of formal program documentation.
The proposed program aims to strengthen primary health-care services and hospital provision in Ratanakiri and Stung Treng provinces. Preparatory work for the program has relied on consultations with provincial administrations, health departments, district operational offices, referral hospitals, health centres, community stakeholders, and development partners.

The session opened a question-and-answer forum and collected technical and strategic feedback from LuxDev and other stakeholders on the draft program framework titled “Strengthening Public Health and Hospital Services in Northeastern Cambodia.”
Institutional Role
The Ministry of Health is steering the program-design process by providing sector-level policy direction, technical guidance, and coordination across national and subnational institutions. LuxDev is engaged as a development cooperation partner responsible for joint preparation activities and technical inputs to align project design with donor and partner modalities.
