Background
On 19 June 2026 State Secretary Lim Tara led a Ministry of Health technical working-group meeting to review and finalize the draft Policy and Strategic Plan on Health Equity for Persons with Disabilities and Rehabilitation of Work Capacity 2026–2035. The meeting took place at the Cambodiana Hotel in Phnom Penh and combined in-person and virtual participation from Ministry departments, national hospitals and centres.
The draft plan articulates a vision of inclusive health-service delivery and rehabilitation that combines clinical care, assistive devices, and functional recovery interventions across national and subnational health facilities. The strategy text under review frames coordinated governance, sustained investment, and multisectoral activity as system-level requirements for expanding equitable access to quality health and rehabilitation services for persons with disabilities.

The draft strategy targets persons with disabilities and programmes for rehabilitation of work capacity within the health sector for the period 2026–2035. The document under review is intended to guide Ministry of Health departments, national hospitals, national centres and partner organisations involved in health service delivery and assistive-technology provision.
