Background
The Ministry of Health conducts targeted clinical capacity-building programs for cervical cancer that engage physicians from national and provincial hospitals as part of service-quality strengthening. Colposcopy, thermal ablation and LEEP are clinical procedures used to diagnose and treat precancerous and early malignant lesions of the cervix.
This training course is positioned within the H-EQIP 2 quality and equity project and includes translated, printed guidance materials to support standardized clinical practice. The Ministry requested monthly monitoring and reporting to the Department of Health Protection from participating hospitals to track implementation and service delivery.
Institutional Role
The opening ceremony was chaired by the State Secretary responsible for cancer programmes at the Ministry of Health and included senior officials, technical directors, and clinical leaders. Participants comprised 55 clinicians and representatives from national and provincial hospitals, the H-EQIP 2 project team, JICA, the World Bank, and the World Health Organization.
Key Developments
The five-day practical training covered theoretical instruction and hands-on clinical practice in colposcopy, thermal ablation and Loop Electrosurgical Excision Procedure (LEEP). JICA supported the activity by arranging translation and printing of an English-language clinical guide for colposcopy, thermal ablation and LEEP, which was donated to the Ministry to support standardized care.
Operational Implications
Attending physicians were advised to apply the acquired skills at their home hospitals, maintain professional ethics and patient confidentiality, and participate in the Ministry’s routine monitoring processes. The course aims to reinforce hospital-level service delivery capacity for screening, diagnosis and treatment of cervical lesions and to support consistent reporting to the Department of Health Protection.
