Cambodia Health Accreditation Policy: Ministry of Health Approves Hospital and Health-Centre Quality Standards

Background

The Ministry of Health administers national healthcare accreditation through a designated Accreditation Committee responsible for developing standards and operational documents that guide assessments of service quality. The Accreditation Committee produces technical standards and procedures that health facilities use during formal evaluations against criteria for clinical quality, patient safety and professional conduct.

On 12 May 2026 the committee held its second meeting under the chairmanship of Professor Cheang Ra to examine and approve a set of draft documents, including updated standards for hospitals and health centres and a five-year strategic plan for the committee (2026–2030). Twenty-three committee members and technical experts participated in the meeting at Ministry headquarters in Phnom Penh.

Scope of Application

The updated accreditation standards are intended for application across public and private hospitals and health centres throughout the Kingdom of Cambodia. The documents under review cover assessment criteria relevant to primary- and secondary-level facilities and are designed for use by the Ministry’s accreditation mechanism when conducting facility evaluations.

Key Provisions or Decisions

  • Review and approval of updated accreditation standards for hospitals and health centres to be used for evaluations of public and private facilities;
  • Consideration and endorsement of a draft five-year strategic plan (2026–2030) for the Accreditation Committee’s operations and priorities;
  • Approval of several draft operational documents to guide the committee’s processes and workflows for accreditation activities.

Implications for Businesses, Providers and Compliance

Adoption of a common set of accreditation standards establishes a unified assessment framework that both public and private providers will need to align with when preparing for formal evaluations. Hospital administrators and health-centre managers should expect to review clinical governance, safety protocols and professional conduct mechanisms to conform with the updated criteria and committee procedures.
